Definitely starlings. I think it's called a murmuration.

That's the only thing starlings are good for, I'm afraid. Some moron brought over to the Americas all of the birds mentioned in Shakespeare, and now Sturnus vulgaris vulgaris (because they're just THAT vulgar) is a plague upon the land. Woe betide the owner of the car parked beneath a tree where the murumurating flock decides to perch.
"Flock" doesn't even begin to describe it.
