This is on top of our annual, budgeted insurance cost of $7400 (up from $6700 last year). Every home in our community is going to have to shell out an extra $110, this after the HOA absorbs some of that cost out of reserves. That is IF we do a special assessment, which comes with its own legalistic complications. Thus some board members want to just take the whole sum out of reserves so "no one will have to know".

I think this is an inherent human tendency, to think of legality as defining morality: If it's legal then it is right.
